Mission

Impact
Accomplishments:

 Reflecting our commitment to use our community supplied resources effectively and to improve our weekly verification process, HAM continued a program to review our client list quarterly. This is accomplished in cooperation with Mathews County Social Services and has enabled us to streamline the client list primarily of names that have already stopped collecting food or clothing. At the same time, we correct the client information on the list and add new names to the list.

Our accomplishments for Fiscal Year 2015-2016 included: 
  • Food distribution was made to 11,087 individuals, which are part of 5,193 families, at a cost of over $40,000.
  • Clothing distribution, including winter coats, was made two times a month throughout 2016. Eligible families, or those recommended by Social Services, were provided clothes and shoes for children, teens and adults. Household goods and some furniture were also provided to families.
  • Provided over $40,000 of assistance on fuel and utility bills for families needing help.
  • Provided over $59,094 of assistance on home repairs and rent to families in need.

 

Goals for FY 2016-2017:

 

  • Continue to serve the eligible families in Mathews County with food distribution, clothing and household goods distribution.
  • Provide support to specific families with urgent needs for assistance on home repairs and fuel or utility bills.
  • Recruit new and replacement Board members from our supporting churches, clients and volunteers.

 

Needs
  • Financial support for the food distribution program and the fuel and utility bills assistance programs.
  • Mathews County contractors who can donate time and perhaps some material so we can quickly complete minor home repairs. The work has to meet local building codes.
  • Continued donations of household goods and small appliances.  Larger appliances, such as stoves and clothes washers, are also needed.  (All of these items are distributed without cost to our clients.)
Background
Hands Across Mathews is an award winning, nonprofit organization dedicated to assisting those residents of Mathews County, VA facing hardships or requiring temporary assistance. Formed in 1986, Hands Across Mathews has supported the needy of Mathews County for 31 years.  We are a non-partisan, non-judgmental organization established and run by volunteers from 35 Mathews County churches. Our mission is to help local families who have unfilled needs because of low income, illness, loss of a job or unexpected accidents and who evaluated by the Social Services Department. 

Hands Across Mathews has been recognized by an award from the Virginia League of Social Services Executives which reads in part: “For their exceptional work with children, families and the elderly in Mathews County.”  We are equally proud of the recognition received from the Commonwealth of Virginia’s Senate and House (Virginia Senate Joint Resolution No. 243, 2002). The award commended Hands Across Mathews for “providing assistance in the form of food, clothing, shelter and other necessities to those residents of the county who otherwise may go wanting.” 

Hands Across Mathews is incorporated as Hands Across Mathews Interfaith Service Council Inc. to reflect our support from churches of every denomination. On Sept. 13, 1988 the IRS granted Hands Across Mathews tax exempt status, under section 501(c)(3).  In acccordance with our by-laws, the Board of Directors includes representatives from 8 of our supporting churches, volunteers and from other local citizen groups.  Our monthly meetings are open to the public and we encourage our clients and interested citizens to attend.

Hands Across Mathews receives donations from Mathews’ churches, organizations and individuals as well as grants from various agencies and foundations. We receive food donations from our local churches, a local grocery store as well as individuals with additional food purchased from the Food Bank of the Virginia Peninsula. Food is distributed every Wednesday. Each family is given approximately a one-week supply of meat, eggs, canned goods, dry goods and fresh vegetables.

We receive donations of clothing and household items from the citizens of Mathews County. Volunteers inspect each item for cleanliness and fitness for service before the items are put on display. Those items that are acceptable are made available, at no cost to our clients, 2 days a month.

We are very proud that Hands Across Mathews is a totally volunteer organization.  We have no paid staff.  Raymond Willis, our President, will provide comments, as appropriate, for the various sections.
Board Chair Statement

We are very proud that for the past 31 years Hands Across Mathews is organized and operated entirely by volunteers, some of whom are clients. Most of the volunteers are from Mathews County so they are serving their neighbors and friends. Also since we are strongly supported by the county’s churches, we get many leads regarding residents needing help from their church community.  Of course all applicants are thoroughly evaluated by the Mathews County Department of Social Services.

Comments

Written requirements and criteria for the Board, including length of terms, number of terms and selection criteria are included in the Hands Across Mathews By-Laws dated June 9, 2005. Because of our close association with the churches of Mathews County, 70% of the Board members are appointed by the participating churches. The other members of the Board are appointed by the Executive Committee. All of our Board members are residents of Mathews County and many grew up in the community. All of them are familiar with the economic conditions in the County and most are involved in other community based activities. 

All of our Board members volunteer with the food or clothing/furniture programs. One half of the Board are direct financial supporters. The other Board members are retired and living on fixed incomes. They support their churches, many of which support Hands Across Mathews.

Since this is an all volunteer organization, we strive to keep all of our activities simple, easy to accomplish and focused on supporting our clients. We have monthly meetings which are documented and we prepare monthly and annual financial statements. We comply with the IRS requirements and the Sections of the Code of Virginia mandated by the Virginia Dept. of Agriculture and Consumer Affairs. Most of the other items outlined in this section take time that would reduce the support we provide to our clients.

Programs
Description

The Food Distribution Program is the largest and third most expensive  program that Hands Across Mathews operates. Clients are elderly couples struggling to supplement their Social Security payments, families with young children where one or both of the adults have lost their job and single mothers trying to stretch their take home pay to raise one or more children. As of October 1, 2016, our client list included 366 families who are evaluated by Social Services and eligible for SNAP benifits. Each Wednesday we provide food to approximately 100 families at a cost in 2016 of $40.037.    

Every Wednesday, we distribute a week supply of food including meat, eggs, canned goods, dry goods and fresh vegetables. The food is picked up by volunteers from our local Food Lion, the Food Bank of the Virginia Peninsula and donations from local churches. The collection and distribution of this food requires the services of over 30 volunteers each week. Volunteers provide over 5,000 hrs each year to support the Program.

Description

The Clothing/Furniture Program is the second largest program that Hands Across Mathews operates. We rely on donations of clothing, furniture and household items from the citizens of Mathews County.  A donations building next to our facility is available 24/7. Our volunteers inspect each item of clothing and household items for cleanliness and condition. The clothing deemed to be the very best is hung on racks according to gender and size.  Household items and toys are displayed on shelves primarily by function. Two days a month the main building is open to those citizens evaluated by Social Services. 

In the warehouse located at our facility, we offer donated furniture and appliances. We also have a limited supply of health care aids. The warehouse is open on the same days as the clothing distribution. This Program requires the services of 5 or 6 volunteers each week. Volunteers provide over 1,100 hours each year to support the Program.

Description
The Fuel and Utility Assistance Program is the second most expensive program that Hands Across Mathews operates.  In 2016 this program assisted 178 families.  We provided fuel and utility assistance payments totaling over $40,000 directly to the supplier for electricity, gas and oil bills.  Our payments are for a portion of the bill, with the client paying the balance.

Description

The Fresh Start Program is coordinated by Hands Across Mathews and is supported by various community churches, civic groups and grants. It is intended to provide Mathews County students with assistance in obtaining new clothes for school. Mathews County Social Services selects 25 students who need clothes, shoes and coats. The parents of the children provide a list of needs. The children are paired with an adult and taken to Walmart to shop.  School supplies are donated and distributed to the students, as needed.  This program costs $4,000 each year.

Short Term Success

Short term success for the program consists assisting children, with inadequate resources, to buy clothing and to provide them with needed school supplies. Hopefully this will help improve the children’s performance in school. 


Long Term Success

This program is oriented toward the short term goal of providing appropriate clothing and required school supplies for students who
may not have the resources needed to purchase them. If there is a long term aspect, it is that, perhaps, more children will stay in school to graduate from high school and beyond.


Description
Hands Across Mathews provides assistance to families when their homes need minor repairs such as adding electrical outlets, fixing indoor plumbing problems, repairing leaking roofs and providing access ramps for families with a wheelchair bound member.  Most of  repairs are completed by licensed contractors from Mathews County and all meet required building codes.  Hands Across Mathews has volunteers experienced in home repairs and we monitor the contractors throughout the project.
We also assist families with rent or mortgage payments so that the families can remain in their homes.  In 2016 these two programs provided 99 families at a cost exceeding $63,000.  Many of these clients are elderly citizens who may own their homes but not be able to pay for or complete needed repairs.

Long Term Success

These programs are focused on providing assistance with rent/mortgage payments as well as minor repairs to the homes of Mathews County residents.  We provide assistance as long as the family is eligible and has a need we can provide.  Our efforts are completed when the repairs are finished or, for the most part, after assistance for one or two payments has been provided.

We are very proud that Hands Across Mathews is organized and operated entirely by volunteers for the exclusive benefit of Mathews County  residents. Between 50 and 60 volunteers donate over 9,000 hours each year. That is an average of 173 hours per week. In addition, for many years we have been supported by the Mathews Community Foundation and the William & Catherine Owens Foundation both of which are located in Mathews County.  We also receive donations from many Mathews County citizens and support from 35 local churches. Hands Across Mathews is truly an all-volunteer organization, established in Mathews County, run and supported by the people of Mathews County to provide non-denominational charitable aid to our residents.
